Israel presently has 8 universities, two have not the title "university", but are ranked internationally as such institutions. Counting 8, the university density is 1:930,000 inhabitants, counting 10, 1:740,000 inhabitants, placing Israel either as no. 13 or 11 of 22 in the MENA region. The relatively low university density of Israel is easily explained with the small size of the country.
The Open University offer distance learning, but has a campus, in Ra'anana.
Israeli universities do best on international rankings among the MENA countries. On Webometrics ranking, the Hebrew University comes 171, the Technion 221, Tel Aviv University 238, Weizmann 314, University of Haifa 526, and Ben-Gurion 561. In the MENA region Israel is internationally ranked no. 1 of 22 countries. As Israel has several institutions that are not formally universities, but internationally recognized as university-equivalent, the country has 23 universities and institutions on the Webometrics list, making it no. 1 of 22 in MENA.
Israel has a very balanced situation for its higher institutions, doing well on all points of measure.
